7. Promote collaboration and solidarity in alignment with national priorities, and integration with health systems

8. Ensure ethical recruitment practices in conformity with the provisions of the WHO Global Code of Practice on the International Recruitment of Health Personnel [12]

9. Promote innovation and the use of evidence
