Digital solutions

Governance/leadership

• eSIP-Saude (locally developed HRHIS) uses enterprise architecture. The system is working toward interoperability with health professional registries, payroll, master facility list, biometric proof of life, pre-service and in-service education, and the health management information system

• Not all components are in place to update records when changes occur, such as payroll

• Multiple data systems still exist

• Performance management is still paper-based

• Governance policies directed focus for HRHIS National Human Resources Development Plan for Health 2015–2026

• WHO Observatory platform is used for uploading NHWA data, analyzing the results, and making HRH recommendations

• National and subnational leadership oversaw the development and implementation of eSIP-Saude

• Lack of data use culture limits use of available data

• Local ownership continues to improve
